If you're friends with the guy, then that means he thinks of you as a friend definately, but maybe more. There may be some feelings that are deep for you. For example, I have 2 guy friends that tell me this sort of thing, but I'm with my fiance who doesn't really say much like this. Overall, he's happy hes with you, friends or not. Dont ruin it by trying to overanalyze it (like us women do) and just enjoy the compliment. :)

He obviously likes you. He's calling himself your future partner which means he plans on being with you later on. And he wants to be with you for a long time because he wants to spend "many more happy years together". If you don't like him as anything more than a friend, now would be the time to tell him because it looks to me like he has strong feelings for you. The sooner you let him know, the less hurt he'll be.

It means that he intends to know you for a very long time, and it's possible that he wishes to have many, long, sexual encounters with you. Also its kind of creepy, he's telling you that you're his future partner, I don't know if that good or bad though.
