An enabler is usually a person that loves the person with a problem but contributes to the problem. For instance, you know those very, very overweight people that don't leave their house. Well, someone is bringing them food and "enabling" them to get bigger.

It means that Howard K. Stern was around her all the time and knew she was doing drugs and even gave them to her and didn't try to get help for her. He enabled her to do them and did nothing about it.

It means he allowed or even encouraged Anna Nicole's behavior. Drug use, public displays, etc. Enablers usually allow negative behavior in the people around them because they take the responsibility away.

For example: Say you have an alcoholic mother. Even if you don't buy the booze, if you give her a place to sleep her hangover off you are an enabler. Because you make it possible for her to continue her habit, or lifestyle.

That means that Howard was letting or encouraging Nicole to use/abuse drugs/medicines by getting scripts, buying, and making other recreational types readily available to her. It was not, however, the judge that said this...it was someone alleging to be the baby's dad, I think.
