I have an InDesign layout with crop marks but I need to present it to a clien at the same size but without crop marks. When I remove crop marks, the layout prints a bit larger. How do I figure out the difference and what persentage to scale down?

Depends on where you have the crop marks set. You can turn the crop mark feature off but if the item is smaller than what you are printing on then it will print to the size of the page. I suggest print it with the crop marks and then trim the page using the crop marks as a guide.

It is called a mock up, you print the item on larger paper than it is with the crop marks, trim to size then fold etc.

if you are printing your proof on the same size paper that the final product will be on the size shouldnt change. when you go to print the proof for your client you should print without crop marks at 100%. not fit to paper or anything crazy like that. you should also print out your copy with crop marks at 100% with no scaling. this is all assuming you want the customer to see actual size
