Great question. I've discussed this with my students before. To me, worthless means unredeemable. Someone who, no matter what, cannot make things right, cannot correct /attempt to correct their mistakes, cannot grow, cannot learn, cannot change. You can also change "cannot" to "will not."
I am very hesistant to ever call someone worthless. If I do (and I have), it means that, in my opinion, they are absolutely without redeeming qualities. That they have absolutely no opportunity, given the life they've led, to ever get out of that hole.

I think it's all relative. A candidate seeking a job may be worthless to an employer if they don't have the necessary education, skills, and experience needed to do a job.
On another note, you are only as worthless as you feel.

A person that hangs on their porch all day drinking 40s and eating chicken. Don't bother to clean their yard, get women pregnant and don't take care of the kid, steal and murder people, ask for hand-outs, etc.
I think I just described our inner cities
