Princeville, North Carolina was founded in 1865 on the banks of the Tar River by formerly enslaved Africans at the end of the Civil War. Chartered in 1885, it is the nation's first independently governed African American community. In 1999, much of Princeville as lost when flooding from back-to-back hurricanes devastated the city. The city's 2,100 residents, many of them descendants of the original settlers, found their homes submerged under water for two weeks. They lost virtually everything

As for James City, NC. It would depend on your definition of 'town'. The union forces set aside the James City area for escaping and freed slaves to live, but they did NOT own the land. It was organized rental property.....not what I consider a town.

Despite their lack of clear title to the land, the inhabitants of James City were left alone to treat the property as their own through the 1880s, when a new owner of the property began to assert his rights. This began a series of legal actions, boycotts, and eventually the intervention of the militia to enforce the landowner's rights.

A compromise was finally reached between the occupants of the land, who were to pay rent, and its legal owner. As many inhabitants moved out or did not pay their rent, occupancy reverted to the owner, who intended to use the land for commercial development. By the third and fourth decades of the twentieth century, many of the town's inhabitants had moved to other locations. By the mid-twentieth century, most of the original settlement at James City had been abandoned. ""

Actually James City, NC is the oldest city founded by blacks. it was founded in 1863 and the banks of the Neuse and Trent rivers-the opposite side of the rivers from New Bern. It was founded as a safe haven for blacks from fighting during the civil war, and was named after the Union Chaplin Horace James who tried so hard to help the freed slaves start new lives, be for being named James City is was called Trent River Camp.

Princeville was not founded until 1865, and not incoperated until 1885.
