It is a habit. It may be annoying to some people and it can be considered a bad manner, but just ask the person if they could stop, they most likely don't realize that they are shaking their legs, and it is easy to stop.

its actually called RLS "restless leg syndrome" and its actually very common. its just a nervous habbit and most of the time that person doesnt even realise that he is doing it. its only an indecent manner if everyone is trying to be quiet and the shaking is causing noise.

haha, i am shaking my leg right now.

my excuse is that I'm a drummer, so if there's any music (whether i like it or not) my legs are keeping beat and my fingers are tapping, i cant help it.

though, non-percussionists probably just have excess energy that they are not using. the male body was built to work, to run, hunt, and kill. so, in today's society, sitting at a desk can pen up that energy, and you end up with bouncing legs and other movements.

it can also show nervousness and anxiousness

There is a condition called Restless Leg Syndrome, which causes the legs, arms or whole body to twitch or want to move, especially when the sufferer is sleepy or resting. It's not something you can control, but you can be treated for it.

See http://en.wikipedia.org/wiki/Restless_leg_syndrome for more info.

Many women have this problem, too. I always thought of it as a nervous habit. Usually the people who have the problem aren't even aware they are doing it unless someone points it out to them.
