Rewind/Starter Handle
The rewind or "starter" cord is the cord with the small handle that must be pulled to start most walk-behind lawn mower engines. Mowers with electric starters start the engine with the turn of a key. Engines equipped with the Touch-N-Moweasy starting system use the push of a button.

I always called it the starter cord, but no idea if that's 'official' or not. I've also heard it called a 'pull rope.'
