That's because there is no such thing as a national election (with the exception of the Electoral College). The closest there is is a presidential election, which is a misnomer as it is a state election for presidential electors. The real presidential election is held in December in which the electors cast their votes for president and VP.

Exactly true. The president and vice president are the only nationally elected offices, and they are elected by the electoral college, not the people at large. This is because you are not really a citizen of the USA, but the state in which you reside.
