what is the difference?

Are they not both meant to mean "across multiple cultures"? - yet one is used to define what the other is not. I'm confused.

Pan = all

multi = many

you may have a multicultural manifestation that is not pancultural, but not visa-versa.

It depends upon the people living in the neighborhood and how they interact. If you have a diverse neighborhood, and you interact only to wave as you leave for work, or when you get the mail, or take out/bring in the garbage pails, you don't have a multicultural neighborhood. Age is also a factor. Children interact more than adults, through school and activities. It can even foster racial stereotypes. The blacks next door have pit bulls that never shut up, the oldest son just got out of prison, and they play loud music. The Asians across the street have some kind of home business and it seems like there's nine families in the house. The Mexicans down the block are always fixing their cars on their lawn. And if the white guy over THERE doesn't mow his lawn or take down his Christmas decorations, I'm calling the city. And the white guy on the other side down the street? He's on the sex-offenders registry.

Pancultural - means "culture everywhere". It stands for increasing the scale of influence of one given culture.
