All 4 are member states /international locations of the united kingdom ( of tremendous Britain and Northedrn eire ) . the united kingdom Parliament sits in Westminster with elected participants ( MPs ) from all 4 international locations . Scotland has its very own Parliament which administers concerns like regulation and order ( police ) , well-being , housing and tourism . Wales and northern eire have Assemblies which do an identical activity . England with eighty 5 % of gthe popultion has no Parliament of its very own ( extremely extraordinary ) and Scottish , Welsh and northern Irish MPs can vote and legislate on merely English concerns whilst English MPs have not any voice contained in the devolved affairs of the different 3 . much extra strange !!

Because it is an independant nation. You may as well ask why France does not belong to the United Kingdom (or vice versa!!)

That, my friend, is a very long story. The ending of the story is that in the 1920s, Ireland achieved independence from the rest of the UK and became a republic.
Here's a starting point if you want to know more. http://news.bbc.co.uk/1/hi/world/europe/country_profiles/1038581.stm

Northern Ireland is, Republic of Ireland isn't and if it was to become 1 country, it'll probably be it's own country.

Because we (English) don't want it and also because most Irish people are already in the UK. Wherever you go in the world you will always be able to find an Irish pub and a Chinese Take Away.
