Machining the heads isn't your problem...it's more likely the timing or fuel/air mixture is wrong.
Shaving heads doesn't change compression much at all. If they took more than .030 off anyway, your valves are hitting the pistons.

sorry to say it but you might need a new head,
or well i saw this on American Hotrods so im not sure if it will work but you can weld on some alumium to the head then have them reshaved
it worked for them, but then again theyre pros

why was to much shaved off ? were they that warped ? was it a mistake,if so machine shop has the responsibility to make it right.
