it is usually inherited, yes. that is to say that if your parents are intelligent, than you are likely to be yourself. however, we cannot, for example, breed only intelligent people and increase the overall intelligence of the human race. there is a phenomenon called "regression to the mean": basically over time, intelligence still hovers around an average (100) with the same bell curve and standard deviations (+/- 15).

however, low intelligence people can still produce children with average and high intelligence. in may be buried in their gene pool or simply the occurence of the above phenomenon (just like highly intelligent people can still produce average and below-average children)

I think It can be.. but does that guarantee success? Nope. I've got friends with Phd's in engineering who busted their butts. and a friends son graduating law school this year who is extremely gifted..but had no job skills etc.. All he did was study from 7th grade on. Summer school too. Went to the best boarding schools and colleges..
