Another answer that won't work is to have the laws in your community changed so that cat owners have the same rules as dog owners, meaning a leash law. That is the only solution that will work. I know what you're up against. So do my garden, porch and garbage. Until people keep their cats inside, there will always be a problem.

Make sure your bird feeder is in the open with no shrubbery or plants around that the cats can hide in. The birds prefer openness and cat's like to hide and stalk. Cats also do not like the smell of Outdoor No. I dont know if this is still the name of the product but I used to get this, spray it on a cloth and put in near the bird feeder area. It might now be called Scram but there is a product for this. The openess is the key. If the cats have to come a long way from their hiding spot, they will usually miss the target. If the cats are just hanging out under or around the bird feeder there is not much you can do except bring them in at key bird feeding time. Birds are most plentiful at dawn and early morning and again at pre-dusk to dusk.

put a cone of some type around the tree trunk, pole or branch that they use to get to the feeder. If the tree is small, an empty bleach bottle works good, cut a hole in the narrow end then slice down the middle (take the bottom off) and put it on the tree, tape the side back together. They can't reach around the cone to proceed further. If they can't get past it, they can't reach the feeder. On a vertical pole/branch/trunk works best so they can't try to jump the obstacle. Keep the wide end of the cone pointed down.

I've never tried this but I heard you can sprinkle crushed red pepper around to keep the cats away. thats actually a tip for keeping them out of your flower beds but who knows it could work.

Buy a bunch of mice and let them run wild that should keep the cats occupied!
