Although Vin Diesel has his own set of Chuck Norris type jokes, Arnold is imperonated all the time, and his movies are more famous, I think.

That's hard to say because they are actors from different generations. If you say up until this point, I would have to say Arnold because he is more of an icon. But that's not to say that Vin isn't as good, maybe he just hasn't had the opportunity. Vin is still acting, so he could be cast as a timeless character, and then become his own icon.
