Nope, for several reasons.
Tetras are schoolers. They like to be in groups of at least 6. Anything less, and they will be less active and more stressed.
They are also active swimmers. No matter what the size of the tank, the tetras will use all the spade. I have neon tetras in my 100 gallon tank and they go from one end to the other.
Unlike bettas, they cannot breathe air. They take their oxygen from the water, and without a filter, there will not be enough oxygen in the water.
Many tetras are sensitive to water quality, because of their size and the fact that they have been inbred (neon tetras, for example) - this makes them far more susceptible to death resulting from poor water quality.
68F room temperature is not nearly warm enough. The water temperature, don't forget, will be 5-10F COLDER than the air temperature.

If you want fish, please invest in a real tank with a heater and filter. You can find them used at a very reasonable price on sites like craigslist, freecycle, kijiji and ebay.

I don't think they can, as there will not be enough oxygen in the water. aquariums are best for fish, even goldfish and bettas do better in aquariums, for a few small fish, a small aquarium would be fine and they are not expensive. I had a desktop octagonal 1 1/2 gallon aquarium (filter and pump built in) for a catfish once, he did fine in there..as long as it has the filters and pumps
