Hard riddle mode Silent Hill 2 blue creek apartments?

Question

Iv'e successfully completed the game once on easy mode, now started again in hard mode. I can't enter room 109 after ive opened the safe part. It says the following: The door won't open, there is a power holding from the otherside (or something similar)
please help me. room 109 is the room you need to enter to get the cutscene with angela and recieve the prisoner coin. why can't i enter and what does it mean. Thanks.
