As polar bears and monkeys live in different parts of the globe and would never come into contact there really is no fight to win BUT theoretically the polar bear would win through Brut force size and sheer nastiness

Polar bear all the way. Also if they're fighting at the North Pole the monkey would freeze to death.

The polar bear if the fight is in arctic, cos then the monkey cant find trees to climb and escape and it'd already be half dead of the cold.
The monkey if it's in a forest cos it has the "natural habitat" advantage.

Depends what territory are they fighting in
Monkey's territory or Polar bear's
If monkey can survive where polar bear lives then he would be winner.
But i doubt it.
