changed password on PC now cannot get pc to work with mouse arrow frozen on screen have internet connection and wireless roder.

you might have to redownload your mouse. If you have a disk for your mouse try loading it. my mouse quit before and thats whay i did haven't had anymore probs with it

If this is a usb mouse, try a different usb connection.
If it is a ps/2 mouse (the round connection) try turning the computer off and unplugging the mouse and plugging it back in.
If it is a wireless mouse, check your batteries and press in the connect button on both pieces of the wireless mouse.
If none of these works, then your mouse is dead. This can happen independently of your changing passwords or other things. Give it a proper burial and go buy a new one.

Don't think it has anything to do with changing your password, that's coincidence, UNLESS you tinkered with some other settings which you haven't admitted to.

Power off your computer.
Unplug your mouse and plug it back in, making sure it's securely in the slot.
Check the rest of your cables to make sure they are properly seated.

Reboot the computer and happy surfin'
