I propose we design a new test to gauge people's mental maturity, as age is a foolhardy thing, would a 30 year old mental retard have any better grasp of human life then a 3 year old? For that matter, I've met ten year olds with far more maturity and intellect then most 21 year olds I know.
Gauge each person individually, if they knew what they were doing, lock em up.

a person of the age of 13 should be held responsible for right or wrong they know better i feel if u do the crime then u should do the time.

As soon as they have comitted a crime. A crime is a transgression against the moral code one has agreed to. I remember being given chewing gum when I was two..this was a crime because I knew I wasn't 'allowed' to have it. It would be good to define 'responsibility' and 'crime'. Great question.

16 - By that age they should understand the wrong in what they have done. Probably more morally aware

I think probably around 13-14. They arent stupid and if they actually knew that there was going to be consequences rather than just being told dont do that again maybe they wouldnt do such stupid things.
