Recipe for Paper-mache
Materials Needed:
-Newspapers,
-Flour,
-Water,
-Mixing bowl,
-Tempera paint,
-Materials for form: such as balloons, grocery bags filled with crumpled papers.
Directions:
Tear long newspaper strips about one to two inches wide.
Use your form such as the balloon.
Blow up the balloon or put crumbled newspaper in a brown bag and shape the bag.
When you choose your shape, remember you will have to remove your form when the project is complete so cover your form with plastic beforehand (a plastic grocery bag). If you are using a balloon, you can just pop the balloon.
In a mixing bowl, combine water and flour until you have a paste that's thin enough to coat the paper strips.
Experiment first with some small quantities first. If the mixture is too thin, the paper will turn into a soggy mush.
Dip the paper into the paste and use your index finger and middle finger to act like a squeegee to run down the strip of paper.
Place the strip on your form, crisscrossing to make overlapping layers.
When you are done, place in a warm, dry area to dry.
Once the design is completely dry
remove form by cutting a slit in the bottom of the form and pulling out form, or pop the balloon.
Decorate with tempera paint.

Here are some Paper mache recipe I got off the net:
Paste - This one is my favorite
1 cup cold water
1 cup flour
2 1/2 cups boiling water
1 T. powdered alum
3/4 tsp. oil of wintergreen
Mix the cold water and flour together, stirring until smooth.
Add the boiling water and mix well. Pour the mixture into the top of a double boiler.
Cook over low heat until smooth. Add the alum and stir.
Remove from heat. When the mixture is cool, add the oil of wintergreen.
Recipe # 2 :
Paper Mache Recipe
A very simple paper mache paste. It is non-toxic and there are only 2 ingredients. There is also a version following this one that is a little more detailed.
Version 1 (Easy)
Place 2 or 3 Tablespoons plain flour in a bowl. Add a little bit of water. Stir to make a smooth paste. Gradually add more water until the paste is the consistency of thick cream. Apply paste with a brush or your fingers.
Version 2 (Medium)
For 1 to 1 1/2 cups paper mache paste, mix together one cup of flour with 1 cup water. Keep adding water (about 3 cups) and mix until all the lumps are gone. Bring to a boil in a saucepan and cool completely.
Version 3 (Medium)
Mix 1/2 cup all-purpose flour, and 2 cups cold water. Add that mixture to 2 cups boiling water and allow it to return to a boil. Remove from heat and add the sugar. Let entire mix cool and thicken. Once the mixture cools its ready to use.

Adding Elmer glue to a any recipe will give it more strength.

Recipe for Homemade Paper Mache
Paper mache makes great modeling material for all kinds of arts and craft projects. It can be formed into sculptures, used for mask-making, and painted.
There are several variations for making paper mache (or paper pulp) that employ the use of common ingredients such as glue, wallpaper paste, newspaper, and flour. Two common methods are described below.
Ingredients:
white glue or liquid starch
warm water
newspaper strips
Directions:
Mix two parts of glue to one part water. Stir well and the paste is ready to use. Dip newspaper strips into mixture and saturate before using on project.

Alternative Recipe for Paper Pulp
Ingredients:
newspaper shreds
wallpaper paste
hot water
Directions:
Combine newspaper sheds and hot water in a bowl and let them soak thoroughly. Next, squeeze excess water out of the newspaper and mix it with the wallpaper paste. Add enough to thicken the paper mache to the consistency of modeling clay. Knead until smooth.
Reminder: Paper mache shrinks as it dries. •
Recipe # 4:
To make the paste:
1/2 cup all-purpose flour
2 cups cold water
2 cups boiling water
3 tbsp. sugar
Mix together flour and cold water in a bowl. Add this mixture to the boiling water and allow it to return to a boil. Remove from heat and stir in the sugar. As the mixture cools it will thicken as it does.
You can also just make a quicky paste by putting flour in a bowl and adding water until you have kind of a soupy paste.
If you're planning to make something you want to last for years and years, be aware that flour paste can get moldy, especially in humid environments. You might want to try using powdered wall paper non-pourous adhesive (Note: please read waring on carton) mixed with water. It comes in milk carton type containers and you can find it anywhere wallpaper is sold.
Be sure to cover your work area with lots of newspaper or wax paper - papier mache can get very messy!
To make your shape:
Tear (don't cut) narrow strips of newspaper or newsprint. Narrower strips work best when using a rounded mold... for flat or rectangular surfaces, larger strips are ok. Dip the strips into the paste, coating completely. As you lift the strip out, run it between your thumb and forefinger to squeeze out excess paste. Then drape the strip across your mold. Overlap strips slightly as you go - the torn edges will blend together and your final product will have a smoother finish. You may need more than one layer of paper. It's best to allow each layer to dry before putting another on - this means some projects could take several days!
