A designer is focused more on the look and feel, the layout and whatnot. This is more of an art.

A developer builds the web application. (It usually involves some dynamic content and backend programming.) This is more of a science.

The designer chooses the layout, pictures, icons, logo, colours etc...

The developer writes the code that ensures the web application is functional & interactive. That is to say the developer is essentially a computer programmer.

The designer does the user interface, or look and feel. The developer does the work behind the scenes, form processing, etc.

Sometimes, they are one and the same person.
