If you're talking about 3d games, it's because the card is a very poor performer in some of todays games. These are the newest.

Also it's according to how much ram you have, what cpu, and if you ran defrag, checked for viruses, spyware, and removed programs you don't use.

Need a little more info. What size ram, and what kind of processor do you have. Graphics card shouldn't affect the speed of your pc.
