And what psychological mechanism causes somebody to have their sense of priorities wrong?

In who's opinion is this person's sense of priorities wrong? Yours or theirs?

What is the correct order is not the same for everyone. Not sure it is strictly psychological. There are environmental factors that enter into this also. How do you deal with them? Either accept them with their priorities out of whack with yours, change yours or move on. Being more tolerant of others priorities can help also.

It has a lot to do with temperaments. From the looks of you question, it sounds like you are a Powerful Choleric, which is a person that feels that they are right all of the time. Which isn't true, but you don't believe that, and you aren't going to change it. You constantly wonder why people aren't "up to par" or "at your level". The good thing about Powerful Cholerics are that they are born leaders. The bad thing is, they tend to be a little bossy if their leadership skills are not controlled. This is why you think that other people have their priorities all mixed up. Because the other temperaments (Popular Sanguine, Perfect Melancholy, and Peaceful Phlegmatic) don't exactly "fit" with your train of thought. Popular Sanguines tend to be the "life of the party", but in relationships, they are strict talkers. It's hard for them to listen sometimes, and they are almost completely oblivious to EVERYTHING. I know this well enough because I am a Popular Sanguine. Perfect Melancholies do a lot of planning, but not a lot of getting things done. They are quite particular about things (always wanting them to be perfect), so sometimes their planning gets in the way of them actually doing their plan. That's extremely frustrating to Powerful Cholerics because they see the great plan, but don't understand why the Perfect Melancholy won't get it done. Peaceful Phlegmatics are the extreme lazy ones out of the whole bunch. They don't see why things need to get done precisely at the time that a Powerful Choleric does. They don't plan, they don't talk a lot (though they are know, if you pay attention, for their dry humor), and they certainly don't push themselves to get things done. However, Peaceful Phlegmatics try to agree with everyone. They are, after all, peaceful. They don't like confrontations, but they don't mind being the "butt" of a joke because they tend to use themselves as the "butt" of their jokes. They are quite easy to get along with and are great leaders if show how to be one because they definitely are NOT naturally. Like the Powerful Choleric, they have the ability to get things done and shine. Unlike the Powerful Choleric, they lack the will power to do it. They just have to be shown in their way. In order to do that, you need to sit down and talk with them. It's difficult for them to open up so be patient. Plus, when they dare to open up, don't immediately shut them up with "Well, that's just ridiculous". It may be a while before they open up again with that. It's difficult to completely understand all other temperaments, when you are a Powerful Choleric, but it can be done with patience. However, I may be wrong in saying that you are a Powerful Choleric. You may possibly be a Perfect Melancholy and wonder why people just are as organized as you are (since you like everything to be perfect). I recommend that you read a book called "Personality Plus" by Florence Littauer. It will help you understand more of why you are the way you are, and why other people are the way they are. Good luck dealing with them but I think the mechanism is called Greed or it could be Self Centered.

what do you mean? be more specific! maybe it's just how his priorities are set. maybe something is weird. like he'd put staring at a wall before he'd do something productive but anywhoo... ask the guy.

Just because you would prioritize differently, doesn't mean they are doing it wrong. Their priorities are just different from yours.
