(1) Decide on a domain name, such as www.yourname.com or www.yourname.net. (Make it catchy and easy to remember and as short as possible, and remember: you'll have to live with it, for awhile, and it has to be something someone's not already using).
(2) Quick! Register that name!
(3) Decide on a place to host your files.
(4) Write your files and put them there.
(5) Keep your files updated. Change them often to attract new visitors.

You may decide to combine (2) and (3) - Yahoo! will offer the services of registering a name and hosting your files for $11 a month, for example. Or some places, like bravenet.com or msn.com will give you a website and a name for free, but in those cases you may not be able to write the website totally to your liking. first u should have microsoft frontpage, the easiest.
then u can start learning about it with books and stuff.
after u know how to work on frontpage, u start learning HTML, go to w3school.com for free tutorials and stuff, it gives u what u need to start ur own website....
