nope.

No nation that poses a threat to the security of the world is going to sign that treaty. Why should the nation tasked with upholding the security of the world be a party to something its enemies won't be?

No and is worthless ban anyways.
Just like land mines.
Clinton didn't sign on to the ban.

This idea of feel good treaties won't last before the ink is dry.

Once war does break out those countries who sign on will ingore it.
