It means to log on as the BOSS of the computer or the owner of the computer. This person has permission to mess with anything he likes on the computer. regular users do not.

An administrator or network administrator is a person with responsibility for training, problem solving, and technical support throughout the enterprise. The job is a demanding one coz he/she is accountable for the integrity of critical data in an environment that works against his/her ability to maintain control over that data.
To log on as the administrator means that you should be capable to handle the troubles of your network.

It means if you are not an Administrator you can't complete the Action you are attempting...Such as looking at myspace at school...

he is someone who can connect to your pc from elseware eg the guy who fixes my pc can do it from his house on his own pc without having to come to my house he just connects as administrator, obviously it has 2 be setup first on mine to allow him access
