It is a consequence of the Laws of Nature. The carbon atom has the ability to form bonds with other carbon atoms, either by single bonds, double bonds or triple bonds. It can also bond with hydrogen, oxygen, or nitrogen by these covalent bonds. The angles allow the four nucleic acids to form, and hydrogen bonds hold the two DNA strands together just enough that they can be easily pulled apart. The four base pairs (letters) can be arranged in groups of 3 to give 64 codons (words) which will specify all the amino acids, which in turn determine the proteins, which in turn determine the tissues, the organs, the organisms...
Whenever a universe is created, it follows the same eternal laws of Nature, e.g. even distant galaxies use the same atoms. The way things evolve, depend on the physical conditions.
However, just as the blueprint of a house lets you say what the house looks like, the DNA lets you say what the organism will look like. But the blueprint is not the house, and the DNA is not the dictator of what the body HAS to look like. The consciousness of the builder, or the consciousness of the owner of the physiology can over-ride the blueprint.
If you like to call the consciousness that is responsible for the evolution of the whole universe 'God', you can say He started with Total Knowledge, and that everything then works automatically according to His Will (according to His Laws of Nature). We know there must be some intelligence guiding the evolution of the universe, because it creates more and more orderly structures (e.g. DNA) with less and less entropy.

Theres no God. Aliens & Reptillian's from Planet Nibiru designed man being first an apelike caveman to farm gold from the sea. The science of DNA RNA & chromosomes are the lab evidence of what happens after the spirit. Spirit has made a body what it is not a god or DNA.
Humans have had self propelled evolution to turn human through mother earths love. The DNA's how the spirit-will look like under a microscope. Thats all anyone needs to worry about. Believe in the self and have perfected DNA.

The same way we decide how to speak. When we speak the idea arises (let's not guess how) and coincidentally the expression (sentence) arises. While we say a sentence one word at a time and we diagram a sentence piece by piece, in our mind the whole sentence occurs at the same moment. God did not decide to construct DNA, he conceived of a living, responding, reproducing thing and the expression included DNA as much as it included gravity, the laws of thermodynamics and hemoglobin. So when I, who operate in four dimensions want to express, "I have answered you question well". I don't first decide to speak about myself, then about what I have done in the paragraph above, then... Do you get the picture, I do the whole thing at once and that whole thing (a sentence) works together. Now if God works in many more dimensions he doesn't express only sentences (one of my favorite biblical quotes is, "How should I describe this generation?" Jesus wasn't speaking rhetorically, he had to pause and think how to cram the vastness of God's thoughts into language.) Where was I? When God had the "thought" of the universe it was a complete thought with all the interrelations and he expressed it in time and space. I think that makes sense, but what do I know?

Well, God was in a course and He was had to do this project, of course his Teacher gave him some clues as how to create a universe and stuff. He also had the textbook of course ("Introduction to creating universes and intelligent life, part 1"). Now His first 3 million attempts He screw up terribly, He couldn't get the parameters right, most of the Universes he created didn't live longer than 2 nanoseconds and the ones that survived for a few billion years weren't suitable for life either.
But after some more help from His Teacher after 15000 billion years He managed to create a life bearing universe, and well, here we are. Supposedly God will get a B for this project, which makes him a little below average God. Still not bad at all

well, we are not so different, our DNA is 99.9% identical from 1 person to another, 98% identical with a monkey, and 80% identical with a dog.
God doesn't exist, DNA is simply a very stable molecule.
