the first answer is correct. in general, the passive is used in newpapers, by newsanchors, and scientific journals. some people confuse it with a "tense" when it is not, and others say the passive is nearly dead in the english language, simply because we rarely speak this way, and writing has become more and more casual through the use of email, text, etc...

In general, if the sentence has "was ___ing" in it, it is in the passive voice. It's not an absolute rule, but it works for probably 90% of all cases.

Active: I went to the store.
Passive: I was going to the store.

The boy hit the ball. (A)
The ball was hit by the boy. (P)

The dog is biting the man. (A)
The man is being bitten by the dog. (P)

Jane was driving the car. (A)
The car was being driven by Jane. (P)
