only 25%(approx.) bird's have such incubation period ; not most or all.
the reason attributed to even these 25% is :
--theory of evolution
--similar reproductive systems
--survival of the fittest
--nature , and
--God.

Other birds have other incubation periods, not multiple of 7.
And real incubation period in particular bird can be 1 day shorter or longer than textbook number. One of the reasons for your notion can be that multiple of 7 is easy to remember.

different birds have different incubation rates...they range greatly and most are NOT multiples of 7. Most passerines are typically 12 days...some go up to 14-18 days. Hummingbirds are around 28-30 days, and different species of duck can range as well.

Yellow eyed penguin - 45 days
Little penguin - 39 days

I don't have precise dates on the others but most penguin incubation periods are not multiples of 7.
