You can buy most anything but trying to buy off people programmed to kill you by the clergy seems a little tough.

Terroism has nothing to do with economics. You're confusing rioting with terrorism.

Terrorism has to do with getting people to do what you want them to do by generation of fear.

It's using a stick instead of a carrot.
