Theo Walcott- Amazing athlete, just hasn't found the goal yet
Oguchi Onyewu- If he stays at Newcastle, I think you can expect bigger and better things from him. I'm amazed at how well he's playing coming right over from Belgium, and I hope he progresses even more.
Others of note: Fabregas- He plays like a 25 year old and he's only 19?!?!? That's crazy!!
The reason why I didn't include Ronaldo or Rooney is because they have played in the prem for awhile, and I think that they are both very close to their full potential already.

First, Ronaldo isn't that old, he is only 22.
Second, they are both the same age! (or, at the very least, were born in the same year).
In my opinion, your question pertains to those who have yet to see real 1st team impact.
I guess my three would be Denilson from Arsenal, Johnny Evans from Man Utd and Michael Woods from Chelsea.
That being said, there are young players in the league, Ronaldo, Rooney, Fabregas, Lennon, Richards, etc, that have established themselves who are going to make a greater impact on English football compared to my three selections.
If I had to choose the best three young players in the league overall, I would have to go with Rooney, Ronaldo, and Fabregas, though it is tough to not mention Lennon.

I'm gonna go for English players because i can't stand Arsenals f'ing foreign army.
1. Aaron Lennon - he is gonna get better and better, the nuts
2. Steven Taylor - Proper CB, hard as nails, future England stalwart
3. Scott Sinclair - He's goal against Barnet show how much potential he has got.
