I'd say in good order.
Dresses well, looks nice, smells nice, carries himself well.

I think of it meaning that he looks nice, clothes of good quality, matching, ironed, shoes buffed. Not overly dressed but classy.
It could also mean that he has things in good order, well organized.

this generally refers to pleasing physical characteristics, in harmony with each other; but COULD mean some who has his sh@t together mentally as well, though that usage is not as common.
