Thats the way the UN works. They keep producing usless referrendums that are ignored, and then they never really issue the sanctions, and if they do they are not enforced. This is EXACTLY what happened with IRAQ, and Iran knows how it will play out. All he has to do is keep ignoring the UN and their sanctions, and he'll never have to pay any price while doing as he pleases. I firmly believe that the president knows what needs to be done. He did so with Saddam. Saddam was a threat to the reigon, our allies, and was supporting terrorists with training, money and possibly WMD's. The president had the nerve to finally say enough is enough, and actually do something about Saddam. That was the right thing to do, but look what happened.
