Hi,

This term (someone is wound up) is sometimes used to express that someone is overly excited, tensed, on the go non stop, ready to do something without thinking straight,

Somewhat high-strung, tense, could refer to being angry, or highly energetic; mostly someone is really amp'ed about everything, in either a good or bad way
