Yes they can. In 2005 Malta should have won it - they had by far the best song (Angel by Chiara). That being said they have also entered some really bad ones.
Last year Finland won it for the first time, and that was after two consecutive years of failing to qualify from the semi-final.

Malta's singer seems like a crap. Sorry but she yells so much. She is like washing clothes in the wash room... LOL
They had even better singers. If another group named TRILOGY was chosen, they should have won the Eurovison... but this singer... She tried to go to EV for 11 times. Now they gave her the chance to go ...
