I am getting power to the fuel pump through the wires but the fuel pump is still not kicking on, but when the pump is hooked up to a battery charger it works fine, I have checked the fuses, and the shut off switch, and those are fine.

Check for a bad ground return connection to the pump. You'll still measure 12 VDC at the positive battery connection to the pump, but you won't have a complete circuit because the electrical current cannot return to the negative side of the battery. To prove it, run a temporary ground wire to see if the pump runs. Make sure the inertial roll-over emergency switch in the trunk (left side?) has been reset too.

Ford Taurus cars have a special switch near the fuel pump. This switch disables the pump in case the car is rear-ended, but sometimes trips from hitting a speed bump or pothole. On occasion, the switch may go bad. It is located behind the access panel in the trunk on the passenger side where you change the tailight bulbs ON station wagons, it is behind the plastic cover on the right side. It has a reset button on it.

maybe your battery charger has a high ampere or something .. sounds like the pump needs a little more juice to run .. so i would get a new pump kiddo

The battery sounds to be good , take it off the car,clean it and put it on a Chevy.

Seriously get a new car dude. Every person i have ever known to have a Tauras has had problems with it. Taurus' are POS's.
