Gyarados is actually a sea serpent or sea dragon creature from an asian myth/ fable, call it what you want. In the Pokemon games, no because he is "Water/ Flying". If you want to show it Dragon-type moves, yea he may learn them, of course when leveling up he learns Dragon Rage. If you also wanna breed with it & another Dragon Pokemon, I think he gets Dragon-type moves, but I doubt it because of Magikarp. Well, I hope I really helped you!

Gyarados is of course a dragon Pokemon.It evolves from Magikarp which is a fish.But after evolution It becomes a dragon Pokemon
