i have a 1990 240sx ka24e motor. and my buddy has a 92 hatch with a b16 in it, i here i can walk him is this true?

It depends. Are they both manual? Any mods? How many miles on the motor? If they were both manual with no mods and equal miles on the motors I would put the money on the civic. That SOHC truck motor makes decent torque but its too heavy to take advantage of the larger motor. The best way to find out is to race. Its also much more fun!

That B 16 hatch is a killer! if hes got goddies on it, good luck partner! if you were to have the Silvia engine in there that would be another story.

Theres a reason why the B seires is so successful in a hatch, its so light that the power to weight ratio is second fo very few!
