If you are sold on the idea your enthusiasm will be enough to make the speech dynamic. May I assume you have the slide show and movie clips already prepared and the equipment you will need to show these already assembled and prepared. Nothing pulls the enthusiasm plug like technical problems with a presentation.
You probably already know what I am about to include here
1. Present the problem these buildings are about to solve. Emphasize the need. From your description your audience probably already knows this but they may have other things on their mind. If possible help them feel the need with pictures of the conditions these houses are supposed to improve.
2.Present the house being built and the pictures showing assembly. Emphasize the simplicity of design.
3. Present the mobility. Apparently these houses are to solve a housing problem for a nomadic or semi-nomadic population.
4.In conclusion these houses will provide low cost safe housing for people that do not have adequate housing for a safe and healthy life style.
What would really be nice if you could show that these houses would help alleviate a social problem like infant mortality or something like that.
Remember to write out your concluding paragraph totally and if possible memorize it so you can look your audience in the eye as you deliver it.

You should try to pick out the important part of the speech and write them down on flashcards. Then, just time yourself and say your speech out loud as if you're talking to an audience. It's good to brainstorm but there's only a limited time for many speeches.

I strongly believe that you have done an good job but kindly give it some architect and a quantity surveyor to bring in some technical terminology. You sure get your proposal approved.

use appropriate gestures,make the speech more comprehensive
use simple,powerful words,make it organised i.e introducton
then advantages ,disadvantages/problems faced by the project
then finally ur opinion&a powerful short powerful line 4 conclusion.never make it 2 dull ,use everyday language&add
frequent humour lines so people like & understand it
