A TV tuner card can be used to watch TV (or input from a VCR or DVD player) on your computer. It also allows you to record (capture) and edit such edit.
A webcam is a cheap video camera that allows you to broadcast live video over the Internet, and record video.
Most computer will come with a main hard drive (normally the C drive) and a CD/DVD drive (normally the D drive). If another drive were added to the system, it would take the next available letter (E drive). That could be a second hard drive for additional file storage, a second CD/DVD drive, a USB drive, a memory stick, a zip drive, a backup tape drive, or any other storage device. So difficult to tell what the "E Drive" would be on the new PC.
Do you NEED any of those devices - no. But if you want to watch TV on the computer, you need a tuner. If you want to broadcast live video, you need a web cam. If you add another storage device, it will become your E drive.
Only you can decide if you WANT those extras.

I would suggest if it's not expensive for you, to take Tv tuner, cause for me it is really usefull. You can watch Tv on your computer, but most important you can record whatever you want, and you can set it to record something even when you're not at home. Or when there is something on in the same time, just watch one on the TV, and record the other on your computer, so you can watch it later. Webcam, is usefull if you plan to make online contacts, especialy with people that you can't see often. I hope my advice is helpfull for you!
