Hitler even had considered to completely destroy Paris because he wanted to make Berlin the most beautiful and greatest city of the world. In Leningrad the Germans burned down a castle that had a lot of cultural value (where the Amber Room was, it is rebuilt now). The Nazis wanted to destroy the cultures of the countries that were occupied by Germany to gain a total German dominance.

Paris was declared an open city by the French to save it from destruction. Occupation by the Germans was propoganda, they didn't actually intend to DO anything, a puppet French government was "in power" to do that.
