Is there any "official" physical poverty in the UK? If so, where and why, and how is it measured?

According to Oxfams UK Poverty Programme, just under 1 in 4 people in the UK – or nearly 13 million people – live in poverty, according to the latest figures.

Poverty is measured here as below 60 per cent of contemporary median net disposable income in 2000/01.
