I have a heat pump, fan wont stop running even after turning thermostat to the off position. It will shut down by cutting all power by throwing the breaker.
While in the off position, I threw the breaker back on, Fan did not come on till I turned it on at the thermostat. Once I turned it on, I could not turn it off.
Heat & Air do work, it's just that the fan runs constantly.
Could this be a faulty thermostat? Or is there something in the outside unit that could cause this?

Sounds like an internal sensor or thermostat that tells of the fan to come on and off is sticking.

The unit should heat up to a certain temperature before the blower fan comes on. After the desired room temperature has been achieved, the burner should go out. The blower fan keeps running until it cools the unit down and then the fan should shut itself off. A thermostat that reads the temperature of the burning unit itself is what tells of the fan blower to come on and off

Honestly i dont think it has anything to do with your thermostat but i could be wrong. Ive only started taking HVAC related classes recently, so im no pro yet.
First, are you speaking of your indoor/blower fan our outdoor fan? Regardless, there are various fan relay switches and fan limit switches through the system, one of these could be bad.
I will leave the question to the pros with that.
