How do I stop others to use Internet on my computer ?

One of the way is to change the password of your Internet Account by asking your service provider. But it is not safe as others can also contact the service provider and change the password.

If you are using windows xp, in the 'connect' dialogue box, select 'Save this password for me only'. If you are doing this, other users cannot connect to Internet if they do not know the password.

In windows XP, you can use one more method. By default configuration all the user accounts on your computer will be 'Administrator account'. Change other users account type to 'Limited Account'.This can be done by opening
Control Panel->User Accounts
Limited account users cannot connect to internet from their Limited account.

you can use system password to stop others using your system!!!
that you find in users and settings in control panel

or, if you want to block only the internet, check with your operator from whom you have taken the internet connection. there should be a password without which, you cannot dial to internet.
