if my geography doesn't fail me , I think it is Kaoshiung. It should be a port handling most of Taiwan cargo.

Kaohsiung. The second largest harbor in Taiwan is Keelung (Chi-lung), the north tip of Taiwan. The Capitol is Taipei, which is north of Taiwan.

Kaohsiung (pronounced 'gow - as in cow- shong as in long')
It is Taiwan's second largest city, and it is a port city.
It is also called Seattle's sister city. (I don't know if that's true, but it says it in the ad.)

has a huge harbor. used to be the largest in the world, but either Shanghai or K.L. have surpassed it recently.
