I would question why a mother-in -law want her son-in-law to give her a pearl necklace. If it's because you are playing away with her behind your wife's back then I would tell your mother-in-law it's over and confess all to your wife and hope she understands.
If it's a case of mother-in-law being demanding then just tell her the answer is no and that such a special gift which giving pearls is, is something that you would only give to your wife.
You must stand your ground and make it quite clear that in no uncertain terms will you be buying her a necklace of any sort full stop and that she has no right to make any demands of you even if you are married to her daughter.
Keep your mother-in-law at arms length and only have anything to do with her as and when you have to. Keep your meetings friendly and cordial and no more.

I would have done it with my first mother in law. She was very hot and looked like a sister to my wife. But I did not. I guess I was such a good boy then.

does it have to be real? =P tell her its expensive and you'll get it later when you have spare money. why do you have to buy her pearls anyway??
well, you can buy her fake pearls. or freshwater pearls, they dont cost as much as the seawater expensive pearls.
unless its a do-or-die situation, dont buy her things. i mean, she can get used to it you know. next time she might demand for diamonds.
