George Carlin asked the same question years ago (he's a comedian for you younger folks).

They should actually be called "together-ments" because they're all stuck together, or some are becoming more like "compart-ments" because of the small size!

Sounds ironic. But the "apart" part of the word, im assuming, isn't intended to actually mean "to be apart". Just a building separated into individual dwellings..

I guess cos in the past people used to separate huge rooms or houses with dividers (like in office cubicles) & put them out 4 sale/rent-
so the name gradually develped 2 (apart)ments

And why do they call a SMALL COFFEE a TALL at Starbucks?
They should rename Starbucks OrwellBucks.
Besides, their coffee tastes like roofing tar. I have no idea how they've become so successful selling expensive truck-stop coffee.
