Effective production of sperms are possible only in a conditions where the temperature is lower than that of the body temperature.
So they are kept in a sack which can effectively regulate the tepmerature...this is how...
You might have noticed that when you are in a cold climate your testicles shrink. and when you are in a hot climate, your testicles hang loose. This is bcoz when cold the testicles hug close to the body to get the warmth of the body to keep the optimum temperature. And while in hot climate it stays away form the body to stay as much cold as possible.
Same is the reason why people who work in very hot places like near furnaces, people who wear very tight under wares etc have low sperm count.

Yep, looks like everyone has the right answer....but did you know that an elephant has internal testicles! That is despite the fact that elephants live in hot climates and have trouble losing heat (hence their need for big ears to cool their blood).
Maybe it is because of thorn bushes in Africa???
