Making a folder private through the "Shared" method unfortunately only works to protect the folder from other users on a network.
To secure it from other users of your own machine you can password protect a compressed folder by using this software:

create a folder as normally as you would do, put all the files you want in it, once you've done, right click that folder and select Sharing and Secure. Check the box (make this folder private).
From now on, in the normal, you won't be able to see that folder, or anyone else can't. So how are you gonna get to that folder? Open My Document folder, click Tools, select Folder Options, click View tab, click the "show hidden file and folder"., OK to exit out. Now, your secret folder is appear, reverse the process to make it disappear.

Do this. You do not have to download anything. Go and open the Folder that your File is in you want to secure and Click FILE on the Toolbar at the top of the page. CLICK SEND TO ZIP FILE. After the Contents are IN the Zip File, OPEN the Zip FILE and CLICK FILE AGAIN When it Opens. THIS TIME CLICK File Again and you will have an OPTION to ADD A PASSWORD. I have made this as simple as I can, BUT if you need more help, please Click my Avatar and you will have my Email Address, or Send me YOUR email Address and I will walk you through it again step by step. XP has this Feature built in and there is NO NEED to Download anything that you do not need. THE WHOLE FOLDER WILL BE PROTECTED AND WHEN YOU OPEN IT, you will have to put in your Password on each file that is in the FOLDER. If you need any help please contact me by clicking my Avatar

If you have a home network and dont want to allow people the ability to access this folder from their computer then i suggest you right click on the folder and to go SHaring, then toggle the box next to 'Make This Folder Private'
But if you dont want people to be able to access it from a different user on the same computer, then the only thing i can think of is to hide it so no one can see it without tweaking the folder options. TO hide it you would right click and go to properties go to the general tab and toggle the box next to hidden, then no one can view it unless you have your folder options set to view hidden files and folders. Which you would change by going to Tools->Folder Options-> View Tab-> look for Hidden FIles and FOlders and choose your option!
But i dont think you can password protect a folder unless you find a program that can do it online.,

Depends on how you want to access it. XP pro offers file / folder encryption for instance.
You could also use a password protected zip folder, however you will need to extract (and therefore unsecure) the contents every time you want to use it.

go to the folder (Folders only not programs or major programs like My Doc)
Right Click it and go to Properties
Click on the Sharing Tab
Check the "Make this folder private"
Please note.. The password is the same as the Account password when you log into Windows. If you dont have a password, then they will ask you to make one, but it will also lock the whole account and keep it from logging it into windows

In Windows XP, if you keep the folders in my documents, others will not be able to open them. You can set up the security using "Sharing and Security" option.

I have wondered about that as well. I only know how to put a password on a word document. But obviously that is not what you are looking for? Sorry.
