Its called tactile paving, and its generaly at road crossing points. Its so blind / visual impared people who use sticks can tell when they are near the edge of the path / road.

But if they are for the blind, they are references so the blind can stay in crosswalks and such.
If you can't see, you can't really tell if you are walking straight. It used to be common for people to help each other out, but not as much any more.
Also, the blind don't see it as as much of a necessity that they just sit at home and get depressed about not being able to see. society has learned a bit since the dark ages and we know that they can be productive members of society.
So, with more blind people walking around towns, and fewer people being willing to help them out... (how hard is it to say "can I help you across this intersection?") We need the "mechanical" aids for the blind.

I can say that I had an elderly blind friend. She had everything from a helper dog to a mowatt device that gave a radar reading feedback to her. Now dead, I wonder what she would say about the bubbly bits. Prolly think they are dangerous to all concerned.

I nearly killed myself too on Sat., we had a storm blow through here last week (Long Island), the rest of the country got snow, we got 2 feet of ice, walking around was impossible, I put on "Ice Cleats", GREAT traction on ice, unfortunatly I ran inside without taking them off, i ran down the stairs to go back outside, and one cleat dug into the wooden stairs I was running down, and hung up, I did one of those falls that only see in a cartoon, I never fell so hard before where I could'nt move because, I was in such pain, my wife ran over to me (thought I hit my head), I said move my left arm, bend my back.... Damage control reports nothing broken (How I don't know), I rolled over and got up.

The bubbly bits enable blind people to feel where there is a crossing so they now that they can cross safely.

They aren't very comfortable to walk on but they are there for the safety of the blind and partially sighted..They are able to feel where the crossing places are

the raised bubbly bits are all in one direction !! indicating to a blind person the direction in a straight line across the road !!!!

They are painful to walk on especially in heels I'm sure they must break health and safety laws!
